The Guiyang Free Trade Zone (Guiyang FTZ) – located in the city of Guiyang in Southwest China's Guizhou province – recently rolled out an implementation plan for it to become a new highland in the region for innovation-driven development.
The blueprint calls for efforts to be made in five areas: scientific and technological innovation, fund support, intensive land utilization improvements, innovative talent cultivation and platform upgrades.
Under the plan, the zone will promote industrial innovation centers, engineering (technical) research centers and enterprise technology centers – to obtain their accreditation while establishing a comprehensive online data analysis service platform.
Plans are for it to further implement a multi-layer cultivation system for sci-tech companies and make a special effort to develop high and new-technology companies. It will also develop technology-based small and medium-sized enterprises in grain and oil processing and electronics information manufacturing, among other sectors.
The zone is expected to also encourage increases in corporate R&D spending and ensure that application pilot programs – such as a core transaction system for domestic database banks – will be completed as scheduled.
Meanwhile, another priority of the zone is said to be talent development.
The zone will reportedly draft and roll out a talent blueprint according to its actual development needs and expand recruitment channels, by taking the advantage of events including the Guizhou Professionals Convention and China International Big Data Industry Expo.
It will accelerate the formation of "talent + project", "talent + technology + project", "team + project" models. Plans are for the zone to also expand "industry-education integration, school-enterprise cooperation" – to create more innovative, applications-oriented and high-skilled personnel.
By 2025, Guiyang FTZ is expected to have brought in more than 15 high-caliber innovative and entrepreneurial talent teams.
