This year, Yunyan district in Guiyang, Southwest China's Guizhou province, is revving up efforts to expand its industrial scale, optimize its economic structure and improve the high-quality development of its economy. The district aims to achieve a 6.5 percent increase in its GDP this year.
Enhancing economic efficiency
For industrial development, the district is striving to achieve a total output value of 2 billion yuan ($291.67 million) in the electronic information manufacturing industry, complete more than 100 intelligent and digital transformation projects, and become home to three new intelligent manufacturing demonstration factories and workshops above the municipal level. The added value of manufacturing industry is expected to account for more than 6 percent of its GDP this year.
The district will develop all-for-one tourism to achieve revenue of 33 billion yuan this year. Yunyan has accelerated the construction of cultural and creative parks and attracted high-end hotel brands such as the Intercontinental Hotel and Homewood Suites by Hilton. It plans to become home to four new boutique and star hotels and two travel agencies. It is also speeding up the agglomeration and development of the producer service industry and building a headquarters economy.

Building a modern urban area
This year, Yunyan will continue to stimulate new-type urbanization centered on the people and carry out urban renewal.
The district has improved its infrastructure concerning education, culture, health and sports, food, housing and transportation for the elderly and children, built parking lots and farmers' markets and started construction on 12 "15-minute living circles". It will also construct three fresh food supermarkets and 4,800 public parking spaces and renovate 18,777 shantytowns, 4,966 old residential quarters and 84 back streets and alleys.
Improving people's livelihoods
Adhering to a people-centered approach and focusing on the "urgent, difficult and anxious" issues of the public, Yunyan pays close attention to the practical matters related to people's livelihoods.
The district will ensure that the basic participation rate of medical insurance is stable above 95 percent. It is preparing to build 3,160 affordable rental housing units, complete the construction of three community elderly care service stations and build a comprehensive and diversified elderly care service system.
Yuyan will make every effort to ensure the employment of key groups such as college graduates and retired soldiers and seek to create more than 39,200 jobs.
It plans to start the reconstruction and expansion of Shengfu Road Primary School and Xindongmen Primary School and expand the total amount of preschool education resources.

Creating a first-class market environment
This year, Yunyan will take a number of measures to support the development of market players, deepen the reform of "decentralization, management and service" and offer one-stop government services for enterprises.
Focusing on the electronic information manufacturing and modern service industry, the district is striving to introduce more than 30 new industrial projects worth more than 100 million yuan.
Yuyan is also expanding the export-oriented industrial cluster, building a cross-border e-commerce industrial park and facilitating the development of foreign trade enterprises. It will improve the scale and level of foreign capital utilization and increase the actual utilization of foreign capital by 20 percent this year.
