Guiyang City and Gui'an New Area are launching a series of policies to accelerate the growth and concentration of the data annotation industry. These initiatives focus on employment incentives, talent development, and additional bonuses to create a thriving ecosystem for data annotation enterprises.

Data annotation companies expanding their workforce will receive tiered rewards based on employment growth. Companies designated as internship units are eligible for subsidies that cover 60 percent of the local minimum wage for interns.
Enterprises partnering with local universities and vocational schools to establish training bases for data annotation talent will receive rewards proportional to the number of individuals trained.
Guiyang and Gui'an offer one year of rent-free housing for recent graduates, along with rental subsidies of up to 800 yuan ($112) per month for graduates within three years of graduation. Comprehensive services in home purchasing, housing security, child education, and medical care are also available for big data professionals.
Guiyang and Gui'an have also introduced initiatives to enhance computing power, data infrastructure, and application development.
