The Guiyang Cross-Border E-Commerce Comprehensive Pilot Zone was nationally recognized in the 2023 evaluation of cross-border e-commerce pilot zones by the Ministry of Commerce, as reported by local media on Sept 18.
This evaluation, the third of its kind, assessed over 40 indicators, including plan implementation, working mechanisms, annual value of imports and exports, and export growth rates.
Since its approval as a pilot zone in 2018, Guiyang has made significant progress. It has enhanced its openness, expanded open channels, strengthened platform development, and fostered new business entities.
The pilot zone accounts for more than two-thirds of the 338 cross-border e-commerce enterprises registered in the province. This strong performance is largely due to policy support, with 13 departments issuing over 20 documents and more than 40 policies to promote the development of cross-border e-commerce.
The city has attracted leading enterprises such as Chemist Warehouse and Pinduoduo, boosting its supply chain capabilities.
In 2022, Guiyang launched the China (Guiyang) Cross-Border E-Commerce Public Service Platform, offering services related to business declarations, inquiries, and data sharing. A total of 123 enterprises are currently utilizing the platform.
Guiyang is also building physical public service centers and cooperating with Ningbo cross-border e-commerce service providers to establish public overseas warehouses. These warehouses support Guiyang enterprises with storage, exhibition, sales, and overseas distribution, with 36 warehouses already established across Southeast Asia, Africa, the United States, and Australia, with a combined area of 380,000 square meters.
Furthermore, Guiyang has introduced four cross-border e-commerce supervision models and enhanced five support systems: logistics, talent cultivation, big data, industry association services, and international marketing.
