On Feb 21, Guiyang City and Gui'an New Area were recognized as outstanding reform pilots in Guizhou province for 2023 by the reform office of the Guizhou CPC Provincial Committee.
This recognition came after the State Council approved Guiyang and Gui'an to become pilots for comprehensively deepening the innovative development of service trade in August 2020.
The focus of this initiative has been on constructing Guiyang into an "International Digital Service Trade Port" and Gui'an into an "International Service Trade Data Port". Various tasks related to the pilot program have been implemented.
By the end of the pilot period in August 2023, the revenue of the software and information technology service industry in these two locations had exceeded 80 billion yuan ($11.14 billion), marking a significant year-on-year growth of 20.6 percent. Additionally, the new digital infrastructure was upgraded, and the East-to-West computing resource transfer project was fully implemented.
At the same time, digital trade had led to the continuous optimization of the structure of the service trade sector, with the proportion of knowledge-intensive service imports and exports increasing from 13.22 percent in 2020 to 27.5 percent in 2023.
Furthermore, the clustering of related business formats had provided new support for innovation. Notably, companies such as Huawei Cloud and Baishan Cloud had utilized advanced technologies to provide cloud services to many regions around the globe.
Moving forward, Guiyang and Gui'an will be poised to highlight the advantages of the digital economy, focusing on the digital transformation of traditional service trade and accelerating the development of enterprises related to digital service trade.
