The Huaxi district of Guiyang, capital of Southwest China's Guizhou province, recently released its 2022 development plan and goals.
In terms of the economy, Huaxi is aiming to realize 9 percent growth in gross domestic product, 11 percent growth in the industrial added value of companies above a designated size – those with annual sales of 20 million ($3.1 million) or more – as well as 10 percent and 12 percent growth in the per capita disposable income of urban and rural residents, respectively.
The district will focus on eight aspects to promote social and economic development including industrialization, urbanization, agricultural modernization, tourism, environmental improvements, reform and opening-up, as well as social undertakings.
Industrialization
Huaxi plans to focus on attracting investments in electronic information manufacturing, and to promote the deep integration of more than 35 companies with big data. It aims to add seven companies above a designated size and achieve industrial output value of more than 14.5 billion yuan.
Urbanization
Huaxi will complete the reconstruction of Jiaxiu South Road-Huatong North Road and Qingxi Road-Huaguan Road. Furthermore, it will start construction of the south extension of Huatong Road and the renovation of the urban pipe network, as well as extend the construction of quality rural roads.
Agricultural modernization
The district will establish 8 square kilometers of high-standard farmland, stabilize a grain production area of more than 50 sq km, produce more than 32,000 metric tons of grain, plant vegetables of more than 133 sq km, and develop over three agricultural tourism and leisure industrial clusters.
Tourism
It will advance the construction of new scenic spots such as Huaxi Lake and Hongyan Canyon, complete the construction of the Gaopo tourist ring road and the Guizhou (Qingyan) Tourist Distribution Center, and launch more than two classic travel routes.
Environmental improvement
Huaxi plans to strengthen the environmental and ecological protection and restoration of wetlands, expand forests by more than 6.67 sq km, accelerate the construction of urban and rural domestic waste classifications and terminal disposal systems, and develop over 20 demonstration communities for waste classification.
Reform and opening-up
The district will improve an introduction and cultivation mechanism for high-tech enterprises. It will encourage and guide more top-flight people and college graduates to settle in Huaxi for employment and entrepreneurship.
Social undertakings
Plans are for the district to further expand employment channels, so that 12,000 people are expected to be hired in urban areas and 3,200 rural labors will find jobs outside their villages in 2022. The district will, moreover, build, renovate or expand 31 kindergartens and primary and middle schools, as well as construct three sub-district senior care service centers and nine community senior care service stations.
More than 3,800 public parking spaces will be added and two farm produce markets will be built, renovated and expanded. Over 1,900 houses in shanty areas, 7,800 old communities and 40 back streets and alleys will be renovated.
