Over the past five years, Huaxi district of Guiyang – capital city of Southwest China's Guizhou province – has taken a series of measures to improve people's livelihoods, continually promoting residents' sense of contentment, happiness and security.

To upgrade its grass-root governance and services, the district invested 8.14 million yuan ($1.27 million) to renovate seven old residential communities as demonstration sites for a "three senses community". By the end of 2020, it had installed 1,244 5G base stations, covering all residential communities in the area.
The district relocated 1,060 people and helped 746 households solve their housing difficulties. About 12 million yuan in rental subsidies were distributed to more than 740 households. Over the past three years, over 500 million yuan was invested to build and renovate nine schools.

To provide better medical and health services, the district explored internet-based channels by providing remote medical consultations and diagnoses, as well as fast-track appointments – and establishing cooperation mechanisms between public hospitals and the health service center of the seven demonstration communities.
To provide inclusive services for the aged, the district established a cooperative service system that connected residential communities and institutions and shared data with the Guiyang Health Cloud Platform.
The district also managed to connect the community with the municipal website of the government affairs services, to further "streamline administration and delegate powers, improve regulations and upgrade services".
Over the past five years, the district has handled 2.6 million individual government affairs matters for its people. In 2019, major departments all opened service windows at the Huaxi district government services hall.
To provide more channels for employment, the district carried out vocational training for 19,500 people during the period and organized online jobs fairs. Residents in 43 communities were fully employed and Huaxi also set up two entrepreneurship incubation bases.
