Huaxi strives to be pilot zone for integrated development

Huaxi district in Guiyang -- capital city of southwestern China's Guizhou province -- is committed to developing itself in an integrated way by tracking the development trends of Guiyang and the Guian New Area. 

To optimize its layout, the district will speed up special plans for industry, ecology, transportation, urban construction and infrastructure -- based on the territorial planning for Guiyang and Guian. It will also cooperate with the new area to establish a light industry textile park, an advanced manufacturing industrial belt, a trade logistic industrial belt and an organic high-end agriculture demonstration belt. 

Efforts will be taken to facilitate the construction of major transportation networks in Huaxi and to advance the infrastructure connectivity with Guian. A bus line linking Huaxi with University Town is expected to be completed by the end of the year, to enable people to commute between Huaxi and Guian within half an hour.

Huaxi will jointly push forward the integration of its industries with Guian by prioritizing the development of a mid-to-high-end consumer goods industry, speeding up the construction of the Mengguan Modern Trade Logistics Industrial Park and launching construction of the Maiping Light Industry Textile Park.

The district will share more public resources with Guiyang and Guian, to accelerate the efficiency of government affairs services and to improve their interconnectivity in terms of education, healthcare, water and power supplies, communications and drainage.

The Guian-Huaxi community of technological innovation will be built based on Xiyun Town and the Luoping Digital Economy Headquarters -- in an effort to improve cooperation between universities and enterprises and to encourage innovative and entrepreneurial activities featuring technological development, transfers, consultations and investment.

By introducing market-oriented investment promotion models, the district is expected to sign up more than 40 industrial projects, introduce more than six industrial projects whose paid-in investment will reach 9 billion yuan ($1.32 billion) and at least two mid-to-high end consumer goods manufacturers in 2020.

Huaxi is determined to complete 20 demonstration projects featuring integrated developments and help ensure that 31 real economy businesses achieve deep integration with big data.

Lastly, to consolidate achievements made in getting rid of poverty, the district plans to improve supervision and assistance mechanisms. It will continue to help those who are lifted out of poverty by relocations, meeting the basic needs of special groups and helping to ensure emergency aid for victims.

Huaxi will improve assistance for impoverished laborers to find jobs, implement preferential policies for enterprises and explore housing subsidy policies for high-level talent.
