Guiyang Big Data Sci-tech Innovation City to construct national software industrial park

Guiyang Big Data Sci-tech Innovation City in Guiyang, capital of Southwest China's Guizhou province, saw strong results in improving its image and increasing its size last year, with the future for the area looking ever brighter.

This year, the focus of the sci-tech innovation city will be on building five hubs for industry, policies, talent, capital, and innovation in order to achieve new breakthroughs.

In 2023, the sci-tech innovation city saw 4.39 billion yuan in total industrial output, a year-on-year increase of 46 percent. Its added value of industries above a designated size (those with an annual revenue of 20 million yuan and above) reached 896 million yuan, a year-on-year increase of 45 percent.

The total revenue of the profit-earning service industry in 2023 reached 65.18 billion yuan, a 40.29-percent year-on-year growth. A total of 818 enterprises with a registered capital of 58.15 billion yuan were attracted, including 409 enterprises registered in 2023, with a registered capital of 40.73 billion yuan.

In 2024, the sci-tech innovation city will continue to promote the construction of its software industrial park, the artificial intelligence (AI) training ground of National (Guizhou) Big Data Comprehensive Pilot Area, and the incubation base of Guiyang Big Data Sci-tech Innovation City.

The creation of an industrial hub involves supporting existing companies focusing on new energy vehicles, partners of Huawei Cloud, and companies above a designated size. Simultaneously, efforts will be made to cultivate emerging enterprises, so that they will be recorded in a government database.

The sci-tech innovation city will also seek to attract investment one-on-one and sign up with more companies to set up operations as soon as possible.

Establishing a policy hub will involve utilizing favorable policies such as the eight measures for supporting Gui'an New Area's high-quality development issued by the Guizhou Provincial Government and preferential policies for companies setting up operations in Guiyang Big Data Sci-tech Innovation City.

The sci-tech innovation city will strive for national, provincial and municipal supporting policies related to digital economy, headquarters economy, and real-world big data applications.

Building a talent hub will involve promoting talent attraction, cultivation, employment, and retention policies by organizing exhibitions, forums, and events. Additionally, the sci-tech innovation city aims to recruit or attract professionals in big data, blockchain, and AI fields while providing necessary support services, as well as facilitate the construction of facilities related to education, healthcare, entertainment, and residential apartments.

Constructing a capital hub will involve striving for the attraction of funds and projects. The city will closely follow the investment directions of newly-added central government treasury bond funds, central government budget investments, special-purpose bonds, and funds for four-front development initiative.

Various industrial development investment funds will be utilized, and government investment funds will be better used for guiding and leveraging purposes.

Finally, creating an innovation hub will involve starting work on the software industrial park this year, and obtaining official recognition from the Ministry of Industry and Information Technology within two years.

The AI training ground of National (Guizhou) Big Data Comprehensive Pilot Area has completed construction and is attracting enterprises and large model projects.

The incubation base of Guiyang Big Data Sci-tech Innovation City is expected to deliver substantial results this year. Relying on existing platforms and those under business negotiation, the incubation base will foster new technologies, boost the commercialization of sci-tech achievements, recruit and train sci-tech talent, and cultivate sci-tech companies.
