Southwest China's Guizhou province has recently formulated a three-year action plan to promote the innovative development of the blockchain industry in capital city Guiyang and Guian New Area, according to local officials.
Focusing on the specific characteristics and realities of Guiyang, the plan puts forward some overall requirements from the perspective of building a complete blockchain ecosystem. It urges the two places to promote the development of the real economy through blockchain.
According to the plan, by 2020, Guiyang and Guian will establish a national blockchain research institution, an independent blockchain platform, a blockchain testing center, a blockchain demonstration avenue and a blockchain industry base. Meanwhile, the two places will introduce and cultivate 50 key blockchain enterprises to promote high-quality development.
The plan gives full play to the innovative and technological advantages of Guiyang in building the first sovereign blockchain platform to provide services for the government, enterprises and residents.
The plan also features requirements in four fields. The first is to cultivate blockchain's industrial ecology. The second is that the two places promote the integrated development of blockchain technology, cloud computing, big data, and artificial intelligence as well as internet of things. Thirdly, the plan suggests the two places accelerate basic research into sovereign blockchain. Finally, it urges that a reward and service mechanism should be established to attract and cultivate more and more talents.
In addition, the plan proposes to promote the application of blockchain in government services, people's livelihoods and typical industries. Under the plan, the standards and evaluation system of blockchain will be further refined.
