The project has a total investment of 60.23 million yuan ($9.03 million) and covers a 1.59-kilometer stretch around the shrine. Planned works include renovating 1.59 km of roads, adding 1,566 square meters of greenery and upgrading 16 fire safety facilities. The project will also build or renovate 550 sq m of community service facilities and install 147 cultural and sports facilities.

The Liu Tongzhi Shrine is an important historical site in Nanming district. The surrounding neighborhood preserves the everyday life and cultural heritage of old Guiyang. Situated near a major urban road, the area retains its distinctive character through its quiet lanes and historic buildings.

As Guiyang advances Guiyang Historical City Wall Trail project, the shrine has become a stop on a cultural heritage route connecting landmarks such as Jiaxiu Tower and Cuiwei Garden. Beyond its architectural significance, it preserves collective memories of Guiyang's transformation from a prefectural city during the Ming and Qing dynasties (1368-1911) into a modern urban center, reflecting historical developments in education and urban construction.

The renovation will combine infrastructure improvements with enhanced community services. Road upgrades, additional fire safety facilities, community service spaces, and cultural and sports facilities are intended to improve residential safety, convenience, and quality of life for local residents.
