Guiyang allocated a total of 113.5 billion yuan ($15.7 billion) to urban infrastructure during the 14th Five-Year Plan (2021-25), focusing on projects such as underground pipeline networks, rail transit systems, and green urban development.
The city built and upgraded 867 kilometers of sewage pipelines, raising the centralized wastewater collection rate to over 78 percent, while an additional 634 km of urban gas pipelines were updated and expanded, enhancing the city's supply capacity.
Transportation networks also saw significant improvements, with rail transit lines 2, 3, and S1 becoming fully operational, accompanied by concurrent developments in road and water supply infrastructure, fostering coordinated growth in key areas such as Guanshanhu district, Baiyun district, and Gui'an New Area.
Green urban development made remarkable progress, with four national-level prefabricated construction industrial bases established and the proportion of prefabricated buildings in new construction projects rising from 15.35 percent in 2020 to 43.64 percent in 2025. The city also achieved 153.58 square kilometers of sponge city coverage, encompassing 40.1 percent of the urban core area, improving flood prevention and ecological restoration.
