Guiyang introduced 37,700 units of affordable rental housing in 2025, achieving an overall occupancy rate of 83.63 percent. These housing options are designed to serve young people, new urban residents, and recruited talents, with rents set at 80 percent of the market price for comparable properties in nearby areas. By the end of the year, the city had completed 200 affordable rental housing projects, providing a combined supply of 74,400 units.
Affordable ownership-based housing to support working-class families and skilled professionals is also under development, with prices calculated based on construction costs plus a profit margin capped at 5 percent. A total of 6,055 units have already been initiated, with some homes planned for public sale in 2026.
For its 2026 housing development plan, the city aims to begin construction of 1,047 affordable rental housing units and complete 2,000 units. An additional 901 units of affordable ownership housing will be put on sale, sourced from renovated existing buildings and acquisitions of pre-existing housing stock.
