Guiyang and Gui'an unveil five-year megacity construction plan

The Guiyang government has issued a new urbanization policy, targeting a population of 7.5 million permanent residents in Guiyang City and Gui'an New Area within five years and an urbanization rate of 83 percent, solidifying its status as a megacity.

The policy protects land ownership, homestead rights, and income from collective assets for farmers who relocate to urban areas, and aims to improve access to public services such as education, housing, and social security for migrant populations.

Support will be given to one city and three counties under Guiyang's jurisdiction to develop specialized industries. This includes completing 56,000 vocational training sessions over five years, stabilizing county-level economic contributions at 20 percent of the city's overall revenue, and establishing technological and innovation platforms.

The government plans to divide key functional areas to advance technological innovation, logistics, and finance. Efforts will also focus on integrating various rail and highway networks to create a one-hour metropolitan commuting circle.

Guiyang plans to renovate 1,800 kilometers of underground pipelines and build 37,000 new 5G base stations to achieve full-coverage infrastructure for charging and battery swapping. Projects for old urban areas and villages will be launched, along with enhancements in gas accessibility, green spaces, air quality, and waste management systems.
