Zhucheng Customs issued the first-ever certificate of origin for the export of second-hand vehicles in Southwest China's Guizhou province to an enterprise in Guiyang Free Trade Zone (Guiyang FTZ) on June 19.
These vehicles were exported to Kazakhstan and represented a milestone for Guiyang in its role as one of 14 regions recently assigned to pilot the export of second-hand vehicles.
The certificate of origin for second-hand vehicle exports is a crucial document that verifies the origin of exported products, providing essential guarantees for their sale in overseas markets.
To assist the enterprise with the application process for the certificates, Guiyang FTZ collaborated with Zhucheng Customs to conduct multiple field visits and study the experience of other cities.
Meanwhile, Zhucheng Customs has developed operational procedures for issuing the certificates, provided guidelines for applying for the certificates to the enterprise, specified the required application documents, and conducted training sessions onsite to ensure the smooth application for Guizhou's first certificate of origin for second-hand vehicle exports.
Since getting involved with the export of second-hand vehicles, various departments in Guiyang have strengthened coordination, providing comprehensive services throughout the business process.
Guiyang bureau of commerce has conducted training sessions to help enterprises apply for second-hand vehicle export qualifications, and Guiyang bureau of taxation has reduced the average review time for export tax refunds to just six working days.
Guiyang vehicle management office, meanwhile, provides services for second-hand vehicle export transfer procedures even on weekends and holidays, and Zhucheng Customs provides efficient and convenient customs clearance guidance services.
To date, Guiyang FTZ has exported over 1,400 vehicles worth more than 2 billion yuan, attracting more than 10 upstream and downstream enterprises in the second-hand vehicle export industry.
The second-hand vehicles were sold to international markets including Russia, Central Asia, the Middle East, Southeast Asia, and Africa.
Moving forward, Guiyang FTZ will continue to strengthen communication with Zhucheng Customs, enhance coordination with departments related to commerce, public security, foreign exchange, taxation, and market supervision, and persist in advancing services and supervision in the second-hand vehicle export business.
These efforts aim to achieve breakthroughs in second-hand vehicle exports, support the development of Guizhou's second-hand vehicle export industry, and contribute to the high-quality development of the open economy in Guiyang City and Gui'an New Area.
