Approval of engineering projects in Guizhou to be optimized

The Department of Housing and Urban Rural Development of Guizhou Province recently issued the Notice on Further Optimizing Relevant Approvals and Accelerating the Commencement of Major Projects.

Since 2018, the province has made great efforts to build an examination and approval system with unified construction and shared use. Now it has become one of the provinces with the shortest approval time for construction projects in China.

The Notice proposed increasing the review efficiency of construction blueprints. The time limit for blueprint review of large buildings and municipal infrastructure projects shall not exceed 12 working days, and that of medium-sized and below projects shall not exceed eight working days.

The approval of construction permits should be further optimized and a green channel for major projects should be opened up, the integration of the provincial and municipal administrative approval system for industrial reform with the Guizhou government service network should be accelerated, and closed-loop services for the whole process online and offline should be implemented.

In addition, the joint review of construction design documents should focus on structural safety (including seismic safety), environmental safety, fire safety and other public safety aspects.
