Guiyang sped up the construction of affordable housing in 2021. A total of 96,000 public rental housing units were built in the city, of which 93,000 units were allocated. The allocated occupancy rate was 97 percent, and the national and provincial allocation occupancy target was achieved.
By the end of 2021, the city had accumulated a total of 56,200 households with guaranteed rental subsidies, 3,188 new households with guaranteed rental subsidies, and a total of 650 million yuan ($102.87 million) in rental subsidies.
Guiyang's affordable housing construction site layout had become more reasonable, priority was given to construction in areas with convenient urban transportation, complete infrastructure and public facilities, and high levels of convenience.
Supporting facilities for public rental housing were made more complete after being built simultaneously with the main project. Public and commercial services such as schools, community medical care, and fresh supermarkets were mixed in with ordinary commercial and residential areas.
This construction method is more flexible and projects with a small development scale were carried out through capital allocation and construction. At the same time, Guiyang has guided social capital to participate in the construction of houses with shared property rights.
