Guiyang's and Anshun's housing provident fund management centers held a news conference on July 29 in which the governments of Guiyang, Guian New Area, and Anshun signed an agreement to promote housing provident fund integration in the three regions, according to local news reports.

The three sides agreed to make efforts in information sharing and policy admission in government services related to the housing provident fund. The integration goal is expected to be fulfilled by 2025, laying a solid foundation for the coordinated development of the three regions.

The integration process is specified by the agreement in several ways. Government bodies involved must establish information sharing platforms to achieve data availability in real time. Management and service items of the housing provident fund in Guiyang, Guian, and Anshun will be further sorted out, after which government bodies will streamline proof materials and optimize procedures to handle housing-fund-related affairs. Each region must seek approval from the other two regions before implementing any new policies on the fund.

In addition, a housing fund integrated application platform will be launched to strengthen geographic bonds and achieve in-depth integration.

The administrative committees of Guiyang and Anshun also agree to build a complete cooperation mechanism by holding meetings on a regular basis to discuss major problems and potential solutions during the integration process.

The goal of achieving housing fund integration by 2025 can be divided into three phases. In the first phase, which will continue until the end of 2021, housing provident fund data will flow freely between the three regions. The unified user authentication service will be accessible to residents of Guiyang, Guian, and Anshun. A unified housing provident fund online system with the same entry and a unified WeChat public account for the fund management will be put in place as well. In addition, governments will build a long-term system for personnel exchanges in order to accelerate the integration progress.
