During the 14th Five-Year Plan period (2021-25), Kaiyang county increased the minimum subsistence allowance for residents to 851 yuan ($122.53) per month per person. The standard for extreme poverty assistance was raised to 1,362 yuan per month per person.
The basic living allowance for orphans and children without effective guardianship in Kaiyang was raised to 1,500 yuan per month per person. The county implemented an orphan education assistance program, providing a scholarship of 10,000 yuan per year per person.
Kaiyang had advanced the construction of elderly care facilities, completing a quality improvement project for one county-level senior care center and building two street-level elderly care centers and eight community elderly care stations.

Since April 1, 2021, Guiyang, which includes Kaiyang, had been part of a pilot program allowing marriage registration for residents to be processed city-wide. By Oct 1, 2022, marriage registration services had become available province-wide. Kaiyang had also promoted funeral reforms, with a total investment of 6.2 million yuan since 2021 to build and renovate 55 rural public cemeteries.
Kaiyang had conducted boundary surveys and added and repaired boundary markers, while establishing a geographical name information database and rectifying non-standard geographical names.
To improve social organization and management, Kaiyang had increased its annual inspection participation rate for social organizations to 98 percent by 2025. The county had worked with the education department to carry out the special rectification of private schools, conducting over 60 inspections.
