In recent years, Kaiyang county, Guiyang, capital of Southwest China's Guizhou province, has been steadfastly advancing its "Talent-Driven Development" strategy, emphasizing four key initiatives: attracting, cultivating, utilizing, and retaining talent, thereby promoting its economic growth.
This year, focusing on integrating industries with talent, Kaiyang has conducted regular enterprise visits to explore workforce needs. Efforts were directed at addressing the urgent demand for skilled professionals in the county's key industries and projects.
Initiatives like the "Spring Breeze Action" and "Private Enterprise Recruitment Week" job fairs, coupled with talent recruitment through expos, campus events, and out-of-town campaigns, have broadened channels for businesses and organizations to attract top talent.
Focusing on the county's key industrial areas, such as new energy and phosphorus-based chemicals, Kaiyang has gathered 5,029 job openings this year, recruited 100 urgently needed professionals, and introduced 1,505 manufacturing industry specialists and 338 big data professionals. Furthermore, 750 college graduates have chosen to work or start businesses in Kaiyang, injecting fresh talent into the county's economic and social development.
On the talent cultivation front, the county has organized 16 skill training sessions for 870 participants and nurtured 1,200 practical rural talents.
In addition, Kaiyang has prioritized implementing preferential policies to address critical concerns in the work and lives of its talent in an effort to retain them. This year, the county disbursed 168,000 yuan ($23,049.60) in relocation subsidies, 243,000 yuan in salary supplements, and 46,000 yuan in living allowances. It also addressed schooling needs for 14 children of high-level talents.
