Innovation-driven development is essentially talent-driven, as talent is the key to independent innovation. Kaiyang county in Guiyang, capital of Southwest China's Guizhou province, is focusing on targeted talent recruitment for industries in a bid to foster new quality productive forces.
The county adopts flexible methods like project collaboration and part-time innovation to attract a variety of high-level talent. In 2023, the county recruited 1,419 new talents in the manufacturing sector, and in 2024, it saw the emergence of 1,300 new manufacturing talents, along with a high-level innovation team.
In 2023, the county assisted Guizhou Anda Technology Energy Co in successfully applying for the "123 Plan" – an interactive recruitment program for key industry talent and major industry projects, securing 12 million yuan ($1.68 million) in funding. In 2024, the county will assist Anda Technology in applying for the 2024 Manufacturing Talent Support Program's Innovative Entrepreneur Project.
In addition, Kaiyang has made full use of the professional expertise and resource advantages of provincial and municipal-level science and technological personnel, working together to build demonstration bases to support industrial development.
Since 2021, science and technology personnel have spent a total of 1,403 days providing on-site services, addressing 103 specific technical issues, demonstrating and promoting 32 new agricultural technologies, and showcasing 43 new agricultural varieties. They have also trained 56 skilled technicians and entrepreneurial leaders, effectively contributing to the high-quality development of the agricultural industry.
