In March, the Kaiyang county government service center received feedback from queuing citizens who reported missing their turn by just two minutes. This required them to get a new number and wait again, which was inconvenient for those needing urgent services.
The service center and the county tax service hall jointly discussed solutions and carefully studied the issue. They ultimately introduced the "flexible five-minute" service model, which allows taxpayers and fee payers who arrive within five minutes of missing their turn to be served after the ongoing transaction.
"While waiting for my number to be called, I stepped away briefly. When I returned, I thought I would have to get a new number and wait again, but the staff told me about the 'flexible five-minute' government service model, so I didn't have to go through the process again. It's really considerate," said a resident surnamed Wu, who was handling tax-related matters at the comprehensive service window in the government service hall, praising this convenient service.
The "flexible five-minute" service policy is a testament to Kaiyang's efforts to optimize its services, thereby improving the county's business environment.
Kaiyang continues to delegate approval authority to industrial parks' administrative committee, focusing on the core needs of park enterprises, such as business attraction, project implementation, and production operations. The county provides proactive follow-up services, free agency services, and integrated package services. By offering "park services, customized services, and targeted services", it effectively enhances service efficiency for enterprises.
