Kaiyang improves business environment

Kaiyang county -- administered by Guiyang, capital city of Southwest China's Guizhou province -- launched a total of 19 work plans to improve its business environment, according to information released at the local business environment improvement conference on Aug 11.

Officials said the county is aiming to increase investment and the number of projects there, by providing better government services and creating a sounder business environment with preferential business policies.

They said the newly enacted policies include support for manufacturers and subsidies for companies contributing to industry development.

There will also be incentive policies for businesses listed on the stock market, policies covering industry-university integration, and technology innovation platform construction and recruitment incentives.

Lu Biao, director of Kaiyang's commerce and investment promotions bureau, said that compared with the previous policies, the new measures had refined the requirements and standards, making the policies more practical and efficient.

Officials said the new policies provide greater support for the high-tech sector, adding subsidies for the refurbishment of workshops and for purchasing related equipment. 

They also encourage enterprises to carry out technological innovation and technological reforms, breaking the previous dominance of the phosphorus industry in Kaiyang county.

Meanwhile, at the conference the county showcased its four industries – the phosphorus-based new materials industry chain, aluminum materials industry, the power battery sector and organic food industry – to encourage and attract international investors to invest in Kaiyang. 

In the first half of this year, the regional GDP of Kaiyang county increased by 6.6 percent year-on-year, ranking it first in Guiyang city.

To strengthen government services, the Kaiyang Anshang Service Center was officially established in the county on Aug 11.

Officials said the center provides full services for enterprises in business registrations, project filings, planning and construction permits.
