Stronger measures target idle land across Guizhou

Guizhou province has introduced a new set of measures to strengthen land use management, placing a clear focus on tackling idle land and improving the efficiency of resource allocation to support high-quality economic and social development.

In a notice issued by the Guizhou Department of Natural Resources, authorities outlined a stricter framework linking the approval of new construction land to the progress made in disposing of idle land. Local governments will be assessed based on their performance in addressing unused land, with delays resulting in a proportional reduction in newly allocated land quotas.

Annual increases in urban and rural construction land are also capped, in principle, at levels no higher than the amount of existing land.

Counties with large volumes of idle land or unmet disposal targets will face tighter restrictions. Until required tasks are completed, approvals for new commercial land supply may be suspended, reinforcing accountability through firm regulatory constraints.

The policy also strengthens coordination in land approval processes. Except for major national and provincial projects, key infrastructure, public welfare initiatives, and specific rectification cases, counties that fail to meet disposal targets will not be allowed to submit or receive approvals for new land use applications.

In the real estate sector, land supply will be more closely tied to inventory reduction, with a city-specific approach to balancing supply and demand.

To enhance oversight, local authorities are required to implement continuous monitoring mechanisms, including project tracking, on-site inspections, and early warning systems. Land development progress must be updated in real time through regulatory platforms to improve detection and response to violations.
