Guiyang strengthens land planning management for 2026

Guiyang is taking decisive steps in 2026 to strengthen territorial spatial planning across the city and its counties, with the municipal natural resources and planning bureau implementing land use plans and advancing the review and approval of township-level plans.

The bureau aims to prioritize key industries and essential public projects for new construction land, with policies supporting commercial-to-residential conversions, land parceling, and resolving historical issues being refined to unlock idle real estate. Special plans for standardized and mixed-use land are being prepared, while urban renewal efforts will integrate with low-efficiency land redevelopment, supported by an updated database and revised redevelopment mechanisms.

Agricultural land protection remains a priority, as regular analyses of cultivated land and permanent basic farmland guide new land reclamation and restoration efforts. Projects such as irrigation improvement and forest-farm space swaps will ensure high-quality outcomes, backed by a three-tier monitoring system spanning city, county, and township levels.

The bureau will also strengthen supervision of legacy mining sites, implement long-term maintenance strategies, and coordinate comprehensive land remediation projects. Enhanced monitoring and risk assessment of geological hazards will also inform engineering interventions and relocation plans.

As administrative reform continues, the focus will be on improving approval efficiency and service quality across Guiyang's land planning administration.
