The Guiyang bureau of natural resources and planning has reported breakthroughs across land governance, spatial planning, and ecological protection in 2025, the final year of China's 14th Five-Year Plan (2021-25).

The city implemented its territorial spatial planning system, with plans at both the municipal and county levels fully approved and 54 township-level plans completed. A closed-loop management system covering planning formulation, review, application, and evaluation has been strengthened, and detailed planning has been accelerated, with 149 planning units delineated and key urban landscape control zones identified, laying the groundwork for an optimized spatial structure.

Land supply has provided solid support for development, with 163 land-use batches totaling 9,273 mu (618.2 hectares) approved throughout the year, ensuring that demand was fully met. The city continued implementing its strategy for efficient mineral resource development, actively securing higher-level exploration funds and utilizing municipal matching funds to convert resource advantages into growth momentum.

Guiyang added 93,800 mu of cultivated land, fulfilling farmland protection targets and maintaining total farmland at 3.05 million mu. Restoration of 396 abandoned mines has been completed, while comprehensive land consolidation projects have entered provincial and municipal approval procedures, injecting fresh momentum into urban-rural integration.

Enforcement efforts have been intensified, with 550 cases involving illegal land and mineral activities investigated and handled. Post-approval land supervision has also been strengthened to promote more intensive and efficient land use.
