The Guiyang bureau of natural resources and planning held a meeting on March 7 to advance arable land protection planning in Guiyang City and Gui'an New Area, Southwest China's Guizhou province.
The meeting emphasized strengthening cross-departmental collaboration among the natural resources, agriculture, and forestry sectors and establishing a four-level linkage mechanism from city to village. This approach aims to create an efficient and coordinated work system.
The planning team will be enhanced to ensure adequate human and material resources for high-quality progress, with the goal of completing the plan by June. A multidisciplinary expert advisory group, comprising land use, planning, agriculture, and ecology specialists, will be formed to provide technical guidance and decision-making support.
The plan prioritizes spatial integration, adhering to a "holistic coordination, multi-plan integration" approach. It will align arable land protection plans with territorial spatial planning at city, county, township, and village levels, ensuring a unified framework for protection goals, land use regulations, and spatial layout.
The strategy aims to balance conservation and development by scientifically assessing arable land retention and construction land needs, identifying potential land restoration areas, and implementing compensation measures to resolve conflicts between preservation and growth.
To strengthen arable land security, targeted measures will address land fragmentation and limited reserves through comprehensive land consolidation and high-standard farmland projects.
The initiative focuses on data integration, incorporating land use surveys, arable land quality assessments, and remote sensing monitoring to establish a dynamic, all-encompassing system for land protection.
A full-lifecycle management mechanism will be introduced, linking planning, implementation supervision, and dynamic evaluation to ensure seamless execution.
Public engagement will play a key role, with input from residents and township and village organizations developing tailored protection measures. The plan ultimately aims to create a unified, actionable, and locally adaptable framework for arable land protection across all administrative levels.
