The Guiyang bureau of natural resources and planning announced at a press conference on Nov 27 that Guiyang will implement a differentiated land supply policy and actively explore a flexible industrial land transfer mechanism to boost regional development.
The new policy will support industrial projects by considering industry type and lifecycle. In addition to the maximum national transfer period, options such as long-term leasing, lease-to-own, and flexible-term transfers will be available.
This approach aims to promote rational land use, reduce land costs for enterprises, and accelerate industrial development.
In terms of mixed-use land reform, Guiyang plans to optimize urban commercial and industrial land use. The city will encourage mixed development models like "industrial + commercial" and "industrial + research," enhancing land use efficiency and promoting industrial integration.
Definitions, pricing, supply and regulatory processes for mixed-use land will be refined, and new management models for industrial land will be explored.
For industrial land, Guiyang will deepen market-oriented reforms and implement "standard land" transfers to improve the efficiency of land development.
A "standard land" special plan will be developed, establishing a control system with seven indicators, including fixed asset investment, energy consumption, emissions, output, tax revenue, and environmental protection, to guide industrial access and land use standards.
