(6) Continue to optimize the work process, create a business environment brand and promote high-quality development to a high standard.

The first task was to continue to optimize the approval process, improve approval efficiency and reduce approval times. For projects that need to apply for construction project planning permits, the bureau now provides services in advance and carries out pre-reviews of planning and design mechanisms. The original project planning permit issuance time has been shortened from 25 working days to 15 working days and the next step is for it to be shortened to 10 working days.

The second task was to reduce the time limit for real estate registrations. First registrations, transfer registrations, change registrations and mortgage registrations are now completed within five working days. A renewal registration is completed within three working days, while a correction registration and an advance notice registration are completed within one working day. Dissenting registrations and cancellation registrations are being handled immediately.

The third task was to reform the registration of real estate enterprises, optimize certain process measures and implementation steps, register the transfer and correction of State-owned construction land use rights and house ownership of enterprises, register for house ownership mortgages and register for mortgage corrections. The time limit has been compressed to immediate completion.

(7) Vigorously implement the unified confirmation and registration of natural resources, to protect and correctly use natural resource assets.

The bureau drafted the Implementation Plan for the Unified Confirmation and Registration of Natural Resources in Guiyang City in 2020, drawing up 51 municipal-level natural resource confirmation and registration key areas and four municipal-level key natural resources areas.

It basically completed the division of pre-registration units according to the procedures and completed the registration and certification of the Pudu River. In due course, it will push forward with the unified rights confirmation and registration of Denggaoyunshan Forest Park and the Xiuwen Yanying Lake National Wetland Park.
