(4) Duty to protect the land and firmly stick to bottom line of natural resources protection.

The first task of the bureau was to assess and adjust the red lines for environmental protection, make overall plans to expand the delineation of urban development boundaries, as well as to verify and reverse the impact of the introduction of permanent farmland.

The second task was to strengthen the control of the use of cultivated land, stop the non-agriculturalization and prevent non-grainization of land, strictly manage permanent basic farmland – as well as to strengthen the management of permanent basic farmland's occupation of major projects and strengthen the management of facility farmland and temporary land use.

The bureau handled 50 projects for facility agricultural land, involving 28.16 hectares of farmland and carried out city-level approval of new cultivated land. A total of 66 new arable land projects were approved and 40 projects passed provincial reviews. A total of 41.23 hectares of arable land and 229.35 hectares of rice paddy land were added to the records, with an additional grain production capacity of 846,268 kilograms.

The third task was to severely crack down on illegal and indiscriminate occupation of cultivated land, clean up and rectify problems such as houses occupying farmland and the presence of greenhouses. The bureau actively promoted the supervision of cultivated land satellites and in an orderly fashion promoted the rectification and correction of problems – helped by feedback from routine land inspections – and the city conducted investigations and identifications of illegal structures. It supervised and urged all district (city, county) governments and administrative committees of development zones to complete self-examinations, judgments, examinations and the filling in of facilities agricultural land projects.

(5) Prevent financial risks and ensure stable and orderly economic operations.

The bureau completed the city's reserved land loan account, an update of the reserve land bank and preparations of the annual reserve plan. A total of 510.88 million yuan ($80.03 million) was repaid for the principal and interest of land purchasing and land bank financing, of which 190 million yuan was the principal and 320.88 billion yuan was the interest. It also urged the city (counties) involved to do an efficient job in rectifying the problem of inflated fiscal revenue in 2020.
