(1) Implement national land and space planning and issue high-quality development plans.

The bureau conducted research into 10 areas: development concepts, policy coordination, land space, backbone road networks, industrial layout, ecology and the environment, infrastructure, public services, institutional mechanisms and project implementation. It completed the Guiyang-Guian Integrated Development Plan (2020-25) and prepared several special plans, such as the Eastern Industrial New District Plan and the Modern Metropolitan Circle Development Plan. It completed an assessment of the development and protection space of national land – performed a double evaluation of major risks and other special studies – and coordinated with departments to draft 10 special plans for comprehensive transportation and water resources.

(2) Promote land transfers and increase value of land use.

Based on the collection of index data, it is estimated that the construction land use area per unit of GDP of the city has reached 428 mu/100 million yuan ($15.6 million), while the construction land use area per unit of GDP has continued to decline. To date, the city has announced 91 projects of commercial and residential land, covering a total of 3.75 million square meters, with a total estimated investment of 33.03 billion yuan. There have been 44 transfers of land, with a land area of 2.48 million sq m, a total construction area of 6.52 million sq m and a transfer price of 12.6 billion yuan. The city has provided 3.07 million sq m of industrial land (577 yuan per square meter), with an estimated transfer price of 1.77 billion yuan, which is expected to boost Guiyang's new industrialization development.

(3) Promote the "three reforms" of the city, actively use low-efficiency land and implement suburban development, so as to improve the appearance of the city.

The bureau drafted the Three-year Tackling Action Implementation Plan for the Renovation of Back Streets and Alleys in Old Residential Areas in Guiyang City (2021-23), as well as the Implementation Process of Urban Renewal Project Reconstruction in Guiyang City – in order to further optimize the Three Reform Project Approval Process.

It issued the 2021 Transfer Land Supply Plan for Downtown Guiyang and the Guidance Price for the Land Transfer Area of the Shanty Town Reconstruction Project in Guiyang City and in addition made overall plans to balance land parcels with the surrounding area.

It established a database of low-utility land in cities and towns and included 3,942 low-utility land parcels with an area of 81 million sq m that can be developed. On this basis, an urban renewal project library was established.

At present, 31 parcels of commercial and residential land for development land have been included – including 22 net parcels of land and nine parcels of low-efficiency land – and the total sale price is estimated to be 27.3 billion yuan (including net land valued at 12.2 billion yuan and low-efficiency land valued at 15.1 billion yuan).
