Guizhou province issues guidelines for resettlement programs

In Southwest China's Guizhou province, the authorities recently issued guidelines for the registration of resettlement projects involving the transfer of impoverished people.

It is a move that will guarantee the rights and interests of a relocated population.

According to the document, the province's natural resources department will work with two other authorities to count up the housing and follow up with the registration of 946 poverty alleviation resettlement sites.

Those resettlement sites that have gone through all the procedures are encouraged to apply for real estate registration after providing detailed information – such as the times of occupancy, vacation or demolition of old houses.

The real estate rights of resettlement housing will be surveyed and mapped by the end of October. The first round of registration will be made by the end of November and the transfer of resettled households will be registered by the end of the year.

Those programs that have gone through the land use procedures and need to supplement planning, construction or completion procedures, must complete other procedures and a housing survey before the end of November.

Their first registration is required to be completed – together with the transfer registration of resettlement households – before the end of December.

Those that have not yet to go through procedures for land use, planning, construction or completion of resettlement sites, will be required to improve their procedures before the end of December. They will then register the proceedings, which will be kept in a management record.

For those programs that occupy farmland, the authorities will urge their owners to speed up the procedures for applying for converting agricultural land to construction land.

For those programs that involve occupation of permanent farmland, the owners are being urged to improve the procedures for planning, construction or completion of resettlement sites after being approved by the State Council.

Local tax authorities should issue tax exemption certificates for all resettlement programs and relocated people by the end of 2020, in line with policy.

The real estate registration agencies must handle the registration and issue certificates, strictly in line with the regulations.
