Guiyang, the capital city of Southwest China's Guizhou province, will further improve its approval process for projects this year, according to a statement from the conference held by the Guiyang bureau of natural resources and planning on July 31.
At the meeting, it was decided that efforts will be made to boost local enterprises' development and upgrade the city's business environment while implementing regular epidemic prevention and control measures.
Authorities are expected to simplify, speed up and improve the examination and approval procedures for enterprises and individuals.
In the early stages of a project, all developers with social investment can apply to implement the notification-commitment system while undertaking planning and permission procedures.
The system requires the government to inform construction units of the construction specifications. Meanwhile, construction units must commit to carrying out the project according to the building requirements and national standards.
The approval authority is urged to push materials to third-party technical service providers for review to reduce the cost of correcting errors.
Further efforts should be made to sort out the parallel approval items and approval units when projects are in the planning and permission stages. Parallel reviews and countersignatures are encouraged to save time.
Also, discussions are underway with the air traffic management bureau to designate Wudang district a pilot area to carry out regional air traffic control assessments and joint technical reviews of construction projects in control areas.
