Guiyang reviews 2025 achievements and sets 2026 targets

The sixth session of the 15th Guiyang Municipal People's Congress opened on Jan 19, with the Guiyang Municipal People's Government's work report delivered.

In 2025, Guiyang's gross domestic product (GDP) exceeded 600 billion yuan ($86.14 billion), with an average annual economic growth rate of 5.3 percent.

The number of "little giant" enterprises that use special and sophisticated technologies in Guiyang reached 38, and the city's innovation platforms above the provincial level numbered 169, ranking fourth among 20 national innovation cities in the western region.

The city's total industrial output value exceeded 500 billion yuan, the added value of the six key industries increased by 16 percent, and 852 new industrial projects were introduced.

The number of overnight tourists in Guiyang and total tourism expenses increased by 7 percent and 9 percent, respectively, with the city holding 41 large-scale concerts and music festivals, attracting more than 1.24 million visits and driving consumption of 4.5 billion yuan.

A total of 140 "15-minute living circles" were built; 106,000 public parking spaces were added; 185 farmers' markets were built and transformed; and 48,000 urban villages, 208,000 households living in old residential areas, and 1,291 backstreets and lanes were renovated.

The city built 474,000 mu (31,600 hectares) of high-standard farmland, exceeding the tasks assigned by Guizhou province for five consecutive years. The total output value of agriculture, forestry, animal husbandry, and fishery is expected to increase by around 5 percent year-on-year.

A total of 26 large-scale and above data centers were established, with computing power exceeding 150 EFLOPS and the proportion of intelligent computing exceeding 98 percent, making Guiyang one of the regions with the strongest domestic intelligent computing capacity and the largest resources in China.

The city added 15 new international sister and friendship exchange cities and built 23 overseas warehouses and three cross-border e-commerce industrial parks. Trade volume with countries involved in the Belt and Road Initiative and other RCEP member countries increased by 37.4 percent and 20.2 percent year-on-year, respectively.

A total of 228 primary and secondary schools and kindergartens had been reformed or expanded, adding 165,400 new admission places.

Four national-level regional medical centers and 10 new tertiary hospitals were established, with the average bed vacancies in medical and health institutions reaching 7.9 per 1,000 people.

Guiyang attracted 570,000 university graduates and introduced 13,300 high-level, urgently needed talents in 2025, and added 227,000 talents across multiple industries, including manufacturing, big data, and rural vitalization.

In 2026, Guiyang's regional GDP is expected to increase by 5.5 percent year-on-year, higher than the national and provincial averages. The total economic output is expected to reach 800 billion yuan.

The GDP growth rate of Gui'an New Area is expected to remain at the forefront of national new areas, with an average growth rate of 15 percent, and total economic output is expected to reach 100 billion yuan.

The city will focus on six industrial clusters, including advanced equipment manufacturing, new energy and new materials, and emerging and future industries, aiming to achieve an industrial output value of 350 billion yuan.

Guiyang will host more than 45 large-scale concerts and music festivals, as well as more than 200 roadside concerts. Efforts will be made to promote the construction of pilot cities for sports consumption and the event economy. The number of tourists and total tourism revenue are both expected to increase by around 9.5 percent each throughout the year.

The city will introduce more than 100 debut stores, include distinct concepts — artisan coffee,craft beer + live house, and alike — into key business districts and night economy business circles, and create a consumption culture of "coffee in the morning, tea at noon, and alcohol at night".

Guiyang's computing power scale will exceed 190 EFLOPS in 2026, and the city will strive to build a national data industry cluster.

The total number of talents in Guiyang will exceed 1.7 million, adding 50,000 new industrial talents, more than 100,000 college graduates, and over 100 PhDs in education, health care, and science and technology. Five industry-education integration projects will be created, and more than 15 enterprise technology centers will be cultivated.

The city will accelerate the construction of 148 ongoing projects, 15 new urban village renovation projects, 25 old community renovation projects, 50 back streets and lanes renewal projects, four old-block (factory) renovation projects, and 100 micro renovation projects in old urban areas.

Guiyang's grain planting area will be stabilized at more than 1.35 million mu, and the total output value of the agricultural product processing industry is set to reach 120 billion yuan. Efforts will be made to achieve more than 96 percent coverage of improved varieties of major crops and over 65 percent of comprehensive mechanization.
