The Fourth Session of the 15th Guiyang Municipal People's Congress kicked off at Guiyang Convention Center on January 31, 2024. On behalf of the People's Government of Guiyang City, Mayor Ma Ningyu delivered a work report.
A Review of Work in 2023
The year 2023 was the first year for fully implementing the guiding principles set forth at the 20th CPC National Congress, and for stimulating economic recovery after three years of COVID-19 control. Guiyang City and Gui'an New Area unswervingly put into practice the four-sphere strategies1 under the four-front priorities2. Our efforts made in advancing reform, development and social stability have yielded positive outcomes. The quality and the output of economy have been effectively upgraded and appropriately expanded.
A higher level in terms of overall strengths
The city's GDP reached 515.475 billion yuan, up 6% year-on-year
The economy in general showed a good momentum of stable and sound growth
The permanent population exceeded 6.4 million
A new chapter in the development of Gui'an New Area
The GDP of the area directly administered by Gui'an New Area increased by 24.1% year-on-year
The highest growth rate among national new areas
Gui'an New Area saw high growth in a number of economic indicators
Made a good start for the three-year action plan
Became a new strong growth point in Guizhou
Breakthroughs made in the "Strengthening Provincial Capital" campaign
The combined GDP of Guiyang City and Gui'an New Area reached 527.804 billion yuan, up 6.2% year-on-year
The digital economy accounted for more than 50% of the total
The green economy accounted for 49%
The urban primacy rate further increased to 25.2%
The year 2024 marks the 75th anniversary of the founding of the People's Republic of China and a momentous year for carrying forward the 14th Five-Year Plan, advancing the "Strengthening Provincial Capital" campaign, and achieving the three-year development goals of Gui'an New Area. We need to intensify our efforts to be the pacesetter in stepping up the high-quality development and modernization drive of the province.
Main Projected Targets for 2024
Achieve municipal GDP growth by about 5.5%
Increase the value added of agriculture, above-designated-scale industry and service sector by about 4%, 9% and 6%, respectively
Secure the gross output value growth of the construction industry by about 8%
Increase fixed asset investment by around 4.5%
Increase total retail sales of consumer goods by about 6.5%
Secure general public budget revenue growth by around 4%
Increase the per capita disposable income of urban and rural residents by about 6% and 8%, respectively
Decrease the ratio of per capita disposable income of urban and rural residents to within 2.02
Create 150,000 urban jobs
Keep the consumer price index within national and provincial regulatory limits
