As the core area of Guizhou National Big Data Comprehensive Pilot Zone and Digital Economy Development Innovation Zone, Guiyang and Gui'an are the major driving force and growth point of the digital economy of Guizhou province. Since 2021, Guiyang and Gui'an have taken "Data Invigorating the City" as a key strategy to advance the building of the Digital Economy Development Innovation Zone, getting off to a strong start through insightful planning and unrelenting efforts.
"1-2-3-4" approach to the digital economy
The "1-2-3-4" approach to the digital economy is adopted to push forward the "Data Invigorating the City" strategy, and full efforts are made to build the core area of the Digital Economy Development Innovation Zone. The value-added of the digital economy now makes up over 50% of regional GDP.
The "1-2-3-4" approach to the digital economy refers to unswervingly implementing one strategy ("Data Invigorating the City"), boosting the development of two pillar industries (electronic and communication equipment manufacturing, and software and IT services), focusing on three areas of priority (data center, network infrastructure, and scenario integration), and developing four brands (Big Data Expo, Guiyang Big Data Exchange, Guiyang Big Data Sci-tech Innovation City, and Guizhou National Big Data Comprehensive Pilot Zone Exchange and Experience Center).
"Data Invigorating the City" strategy opens up a new chapter for a prosperous provincial capital
As 2023 marks the first year to comprehensively implement the guidelines of the 20th CPC National Congress and a crucial year for building the core area of the Digital Economy Development Innovation Zone and implementing the "prosperous provincial capital" initiative, Guiyang and Gui'an are planning to push forward one key project and seven campaigns.
We will speed up the East-to-West Computing Resource Transfer Project. We will accelerate the work on the national computing hub, and strive to develop a computing service system featuring integration and collaborative innovation in the cloud, computing, data, and network.
We will give priority to the electronic and communication equipment manufacturing campaign. Vigorous support will be extended to facilitate the development of server, home appliance, smartphone, and other devices, and boost the development of chips, display components, electronic components, circuit boards, and other key fields.
We will underpin “Restart of Software” campaign. We will work to bring in 40 partners of the Huawei Cloud ecosystem, focus on fostering one or two nationally competitive industry chain leaders, and provide great support for over 40 enterprises that use special and sophisticated technologies to produce novel and unique products in digital economy.
We will advance the three-year campaign for new digital infrastructure. The number of standard racks of data centers is expected to reach 200,000, and powered-on servers to top 500,000 in the city. More than 5,000 5G base stations will be added citywide. The bandwidth of the Guiyang and Gui'an national internet backbone direct interconnection linkage will reach 600 Gbps, and the Guiyang and Gui'an fiber optic cables will total 280,000 kilometers.
We will continue to boost the campaign of the integration of 10,000 enterprises with big data. We will support the construction of digital production lines, unmanned workshops, 5G smart factories and Lighthouse factories and develop at least one Industrial Internet platform with regional influence, with the integrated development index for IT application and industrialization expected to reach 63. We will build a number of digital agriculture parks and smart agriculture demonstration bases, and create 30 digital countryside application scenarios.
We will implement the digital application scenarios campaign in which one vice mayor and one deputy director of the Gui'an New Area Administrative Committee will oversee the work concerning the promotion of one demonstration application scenario, which is expected to create 200 digital application scenarios.
We will move forward with the brand building campaign. We will do a good job in the operations of the Guiyang Big Data Exchange, which is expected to attract over 700 data aggregators, data brokerages and other entities, launch more than 1,000 products, increase annual transactions to exceed 1 billion yuan, and be designated as a national data exchange. We will strive to make new headway in the building of the Guiyang Big Data Sci-tech Innovation City, which is expected to add two or three iconic enterprises, bring together over 800 enterprises and more than 20,000 outstanding professionals, and register over 3 billion yuan in annual revenue.
We will provide greater support for the campaign of data element optimization. A number of digital economy sci-tech innovation projects will be implemented so as to make new breakthroughs in next-generation network transmission technology, integration of electrical and computational power grids, green and low-carbon technology, high-performance consensus algorithm, etc. We will work to attract over 25,000 big data specialists, and see that investments in the big data sector reach 12.4 billion yuan and investments in new digital infrastructure projects hit 20 billion yuan.
