The Prosperous Provincial Capital initiative has made great strides. With its GDP rising 2.0% to 492.117 billion yuan, Guiyang's economic primacy in the province reached 24.4%, and the GDP of Guiyang and Gui'an exceeded 500 billion yuan, marking a new stride. Enterprises above the designated size reported an increase in industrial value-added that outpaced economic growth by more than 2 percentage points, a level seen for the first time in nearly a decade. The digital economy and the green economy accounted for 44% and 48% of the GDP, respectively.

Persistent efforts have been made to strengthen the industry. The new-energy battery and materials sector grew at a rate of 166.5%. New investments were estimated at 163.1 billion yuan. The growth rate of industrial investment reached 50.04%. A stock of 23,900 mu (approx. 1593 ha) land to be used for industrial purposes was built up; the floor spaces of standard factories under construction and already built exceeded 10 million square meters and 7 million square meters, respectively. The number of industrial enterprises above the designated size increased by 133.
26.68 million cubic meters
Persistent efforts have been made to boost urban development. The city's loop line express rail was put into operation. Water supply capacity increased by 26.68 million cubic meters, and the water transmission projects from the Huaxi Reservoir to the Nanjiao and Zhongcao water supply plants were completed and put into use. The number of public parking spaces increased by 27,800, and 54 farmers' markets were renovated. A total of 60,000 housing units in the rundown areas began to be rebuilt, and work on 8,000 units was completed. Urban renewal efforts also involved 40,000 housing units in old residential communities and 500 narrow back alleys.
400,500 tons
Persistent efforts have been made to benefit agriculture, rural areas and farmers. The per capita income of the population lifted out of poverty reached 16,800 yuan, up 15.9%. The year saw a bumper harvest with crop yields reaching 400,500 tons; 135,000 mu (9,000 ha) high-standard farmlands were created, and about 60% of the agricultural products were processed. A rural housing renovation project was completed, benefitting 10,000 households. Among rural communities with a population of 100 or more, 97.5% had access to centralized water supply, and rural refuse transported out of villages decreased 56.9%.

Persistent efforts have been made to boost tourism. The tourism platform Mafengwo.cn relocated its headquarters to Guiyang, and the number of tourism-related enterprises above the designated size increased by 46. Four shelved or poorly performing tourism programs were reactivated, and the Qingyan Xunfang program was put into operation. The number of overnight tourists rose 6.4%. The booking website lv.com ranks Guiyang as the most popular summer resort in China. Huaxi Shizi Street and Huawei Cloud Village both emerged as Internet-famous sites. The urban food documentary A Bite of Guiyang went viral. Camping, cycling, walking tours, and other new forms of recreation have been gaining in popularity.

Persistent efforts have been made to boost the business environment. Agreements were signed on 7 hyperscale data centers. The China International Big Data Industry Expo 2022 was successfully held online, and by the end of the year the Guiyang Big Data Sci-tech Innovation City attracted 409 companies, including Chinasoft International. Huawei Cloud reported an increase of more than 200% in its business income. The revenue of Guiyang and Gui'an from software and IT services rose 87.6%, contributing 44.5% to local economic growth. The city had two enterprises newly recognized as national pacesetters in terms of technological innovation and one enterprise's technology center certified at the national level. The number of hi-tech enterprises climbed above 1,300, and the research and development expenditure citywide grew 18%.

Persistent efforts have been made to improve the ecological environment. The days with good air quality reached a historic 100%. The per capita public green space in the built-up areas increased to 14.1 square meters. The city was capable of treating 120 tons of medical waste and an additional 53,000 tons of sewage every day. The output value of the under-forest economy topped 10 billion yuan. The city led the province in terms of both the floor space of green buildings as a percentage of that of new buildings in the year and the control of energy consumption.

Persistent efforts have been made to improve people's well-being. The city saw the creation of 152,000 new jobs. The disposable income per capita of urban and rural residents reached 46,242 yuan and 21,925 yuan, up 5.4% and 6.6%, respectively, and the urban-to-rural resident income ratio went down to 2.11. Two national regional health care center projects were approved; 30 primary and middle schools and kindergartens as well as 13 community-based health care service centers were built, rebuilt or expanded; and the sports venues on school campuses across the city opened to the public for free. The number of elderly care service centers increased by 258.

Persistent efforts have been made to step up the city's talent strategy. More than 100,000 competent professionals were added to the city's talent pool. An academician workstation was newly established, and one entrepreneur was recognized as a leader in technology entrepreneurship by Ten Thousand People's Scheme. A total of 16,000 government-subsidized rental housing units for professionals were made available, and 459 Talent Cards were issued. More than 110,000 college and university graduates chose to stay and work in the city, hitting a record high. The city also attracted 30 high-level innovation and entrepreneurship teams, as well as 2,950 high-level and urgently needed professionals. The total number of researchers and developers reached 35,000. Among the competent professionals newly added to the city's talent pool, 22,500 were in the manufacturing sector, 20,300 in big data, and 13,000 in agriculture.
