Guiyang and the Guian New Area set four objectives for development, namely blazing a new trail in the development of western China in the new era, breaking new ground in rural revitalization, seizing new opportunities in the digital economy, and making new ecological progress. To achieve these goals, Guiyang and Guian focus on new-type industrialization and urbanization, modern agriculture and tourism industry to make a good start in furthering the Five-Year Action Plan to build Guiyang into a stronger provincial capital (hereinafter referred to as the "Five-Year Action Plan" for short).
New-type industrialization
We focus on the following factors.
Industrial factors. We ensure the supply of industrial lands, standard factory buildings, labour, power and financial support.
Industrial projects. We advance investment promotion projects, construction projects and projects in operation. We push ahead contract signing and construction of projects so that they can be completed and put into operation at an earlier date. "One policy for one enterprise" is taken to help solve practical difficulties in project operations.
Industrial enterprises. We cultivate industrial enterprises above the designated size and step up efforts to attract leading enterprises, so large enterprises will become pillars, and micro, small and medium-sized enterprises will thrive.
Industrial segments. We develop the electronic information manufacturing industry, advanced equipment manufacturing industry and new-energy vehicle industry. We also accelerate the development of fine phosphorus chemicals, and the precise and deep processing of aluminum, so as to quickly form industry clusters.
Industrial parks/zones. We strengthen their functions, highlight planning, institutions, construction and services, and improve environmental protection facilities to promote their upgrading.
New-type urbanization
We concentrate on the following aspects.
Urban planning. We put into practice the concepts of eco-city, industrial city, resilient city, sponge city and smart city, and improve the overall planning for land and space, regulatory planning, and the special planning for transportation.
Urban carrying capacity. We make industries more attractive to talents, advance the reform of the household registration system and related supporting systems, so as to steadily attract more workforce and optimize its structure.
Urban economy. We promote urban development to attract more industries and let industrial development boost urban development. We strive to strengthen the industrial economy, digital economy, industrial-park/zone economy, office-building economy, open economy and ecological economy.
High-quality urban environment. We work to establish a 15-minute community living circle, build more parking lots and farmers' markets and improve the old ones, and accelerate the renovation of shantytowns, old residential areas, and back-street alleys. We also strengthen the weak links in public services in education, employment, culture, public health, sports, old-age care, childcare, food, housing and travel.
Urban-rural integration. We work to make counties bigger and stronger, develop specialty towns, and improve the village environment, aiming to achieve integrated urban-rural development in a well-coordinated and mutually reinforcing way.
Agricultural modernization
We center on the following points.
Industrial revitalization. We work to ensure the supply of important agricultural products such as vegetables, edible oils and meat, apply agricultural technology in the seed and seedling industry, and advance deep processing of agricultural products. We also promote large-scale planting, green breeding, processing chains, integrated development of agriculture, culture and tourism, and high-end seed and seedling industries.
Market entities. We accelerate the healthy development of large farmers, family farms, specialized cooperatives and leading agricultural enterprises, and help small farmers' transition to modern agriculture.
Land management. We deepen the reform of rural arable land, woodland, homestead and collectively-owned construction land, strengthen the development and protection of arable land, develop under-forest economy, and deepen the reform of rural property right system.
Fund integration. We step up the consolidation of government funds, channel capital of financial institutions to agriculture, and guide social capital to the countryside. We work faster to form a multi-source investment pattern in agriculture where the government mainly provides the fund, financial institutions add investment and social capital is greatly mobilized.
Tourism industrialization
We highlight the following elements.
Development approach. We continue to empower the tourism economy with big data, shift from government-led development to market-oriented development, strengthen planning and design, and drive high-quality development of the tourism industry.
Development objectives. We strive to meet the economic targets, including raising consumption per capita and the number of tourism enterprises above the designated size, so as to improve the quality of the tourism industry.
Tourism projects. We put idle and low-efficiency tourism projects back into good use, attract high-quality ones and spare no efforts in supporting those under construction.
Market entities. We build new scenic spots and areas and upgrade existing ones, and support high-quality and competitive travel agencies to develop. We guide hotels, homestays and inns to develop in a diversified way, and improve the development level of tourism product producers. We also develop boutique tourism routes to cater to the needs of consumers, and continue to cultivate main players in the tourism industry.
Business forms. We strive to advance the integrated development of tourism and culture, healthcare, agriculture and education, and push ahead innovation in tourism.
