Goals for the next five years

Recently, Guiyang's districts, city and counties have held Party congresses successively to set tasks for the next five years, and will work together to pursue high-quality development and achieve Guiyang's Five-Year Action Plan goals.

Yunyan District

By 2022, the GDP of Yunyan District is expected to exceed 100 billion yuan; by 2025, its GDP is expected to increase to 140 billion yuan, the permanent population to 1.25 million, and the whole district will be covered by 15-minute neighborhoods. It will become a more influential and competitive economic zone in the southwest region.

Nanming District

By 2025, the GDP of Nanming District will reach over 140 billion yuan, accounting for over 21% of Guiyang; the permanent population will reach 1.15 million, and the urbanization rate over 98%. Meanwhile, the industrial output value will exceed 20 billion yuan, the number of industrial enterprises above the designated size will exceed 40, the total number of high-tech enterprises will double to 400, and the total industrial investment will exceed 20 billion yuan. Private investment will account for more than 60% of its fixed-asset investment, and the business environment will continue to rank among the foremost in the province.

Guanshanhu District

Guanshanhu District will make new breakthroughs in industrial development, reform and opening-up, new-type urbanization, cultural undertakings, people's well-being, ecological progress and social governance. The real economy supported by the industrial and service sectors will act as an important pillar for Guanshanhu to increase its GDP to hundreds of billions of yuan. It focuses on improving quality and efficiency in the primary sector, expanding the secondary sector and upgrading the tertiary sector, so the secondary and tertiary sectors will develop synchronously and the three sectors will develop coordinately.

Baiyun District

By 2025, Baiyun District will strive to increase its GDP to exceed 42.7 billion yuan, with an average annual growth rate of 12.5%. It will safeguard the bottom lines of development and ecological conservation and strengthen the real economy to enhance its overall strength; expand the urban area and improve the quality of urban life; and optimize the development environment to improve people's well-being. By the end of the 14th Five-Year Plan period, it will initially grow into a new center of Guiyang.

Wudang District

Wudang District aims to achieve the goal of "three doubles" by 2025, i.e. increasing the GDP to 35 billion yuan, the permanent population to 500,000 and the urban built-up area to 50 square kilometers.

Huaxi District

Huaxi District will continue to advance industrial development, innovation, ecological progress and cultural & tourism development. It will vigorously push forward ten tasks including making breakthroughs in industrial development, upgrading towns, developing agriculture and improving tourism services. By safeguarding the two bottom lines of economic growth and ecological conservation, Huaxi will build it into a "Pearl on the Plateau" with beautiful scenery and economic prosperity. 

Qingzhen City

By 2025, Qingzhen City will strive to increase its GDP to over 50 billion yuan, industrial output to over 65 billion yuan, the urban built area to 65 square kilometers and the permanent population to over 750,000. It will make every effort to build a 15-minute city.

Xiuwen County

Xiuwen County will focus on industrial development, urban renewal, rural revitalization and integrated development of culture and tourism, and advance ten major tasks to build a new Xiuwen with a stronger economy, more beautiful urban and rural areas, a better ecological environment and a more advanced culture. People living in Xiuwen will feel more content, happy and secure. 

Kaiyang County

Kaiyang County will strive to build it into an important supply base for power battery and energy storage materials as well as a resort for selenium life. It will increase its GDP to 50 billion yuan and industrial output value to 80 billion yuan (aiming for 100 billion yuan), working towards the top 20 counties in western China.

Xifeng County

By 2025, the county's GDP will exceed 30 billion yuan and double from that of 2020. The industrial output value will reach 30 billion yuan, the number of industrial enterprises above the designated size 110, the cumulative industrial investment 30 billion yuan, and the total tourism income exceed 20 billion yuan. The incremental urban population will exceed one million, and the urbanization rate will increase by 2 percentage points every year to over 57%.
