Major Functions of Guiyang Municipal Bureau of Investment Promotion

ⅠMajor Functions

1.To implement the laws, regulations, principles and policies of the nation, Guizhou and Guiyang concerning investment promotion, convention & exhibition economy, and economic integration; to conduct research and take part in the formulation of regional policies, regulations, and legal documents on investment promotion, convention & exhibition economy, and economic integration in Guiyang; to be in charge of their implementation.

2.To be responsible for the holistic management, general planning and comprehensive coordination of investment promotion, economic integration, convention & exhibition, festival celebrations and competitive events in Guiyang; to guide and regulate the city's convention & exhibition industry, and promote its standardized, scientific and smooth development; to nurture new thoughts in and approaches to the marketized running of convention and exhibition economy, and accumulate experience as well as capital in the development of convention and exhibition economy.

3.To study new trends and operational modes of investment promotion, economic coordination and convention & exhibition industry at home and abroad, and provide the municipal committee of the Communist Party of China (CPC), as well as the municipal people's government, with such recommendations and advice in decision-making; to formulate and implement medium and long-term plans and annual objectives concerning investment promotion, economic coordination and the development of the convention & exhibition industry in Guiyang; to conduct supervisory inspections of the city's work on investment promotion and economic integration, coordinate and guide the participation of local institutions, government departments and different areas in convention & exhibition, festival celebrations, and competitive events.

4.To draft and implement the plans for convention & exhibition events, festival celebrations and competitive events in Guiyang; to undertake the responsibilities of organizing and implementing international-level, national-level and regional-level convention & exhibition events held in the city; to be responsible for liaison, service and coordination work when the city goes to other places for convention & exhibition events or trade and commerce exchanges.

5.To collect, sort out, choose, compile and release candidate programs for investment promotion, create and improve Guiyang's program banks for business attraction; to develop, select, plan and package relevant programs for convention & exhibition events, festival celebrations and contests, and promote the large-scale, regionalized, nationalized, internationalized, and brand-built development of local convention & exhibition events, festival celebrations and competitive events; to take part in the assessment, recommendation, negotiation and coordination of investment promotion, convention & exhibition events, festival celebrations and competitive events in the city.

6.To offer coordination and guidance to the governments from other provinces, autonomous regions and municipalities during the creation of their offices in Guiyang, and undertake the responsibilities of registration, coordination and regulation of the establishment of offices in Guiyang by government departments from other provincial regions and non-profit institutions outside the city; to develop an information network of investment promotion and convention & exhibition industry, deepen information exchanges, keep abreast of new trends in investment promotion, the convention & exhibition industry, and economic integration, and provide the municipal CPC committee and municipal people's government with such recommendations and advice to factor into their decision-making.

7.To offer guidance and coordination to the offices of the municipal people's government deployed in other places, along with county-level regions across the entire city in fields such as investment promotion, economic coordination, convention & exhibition, festival celebrations, and competitive events.

8.To be responsible for communication and cooperation with convention & exhibition enterprises and intermediate agencies, and strive for the right to host convention & exhibition events, festival celebrations and contests conducive to Guiyang's economic growth; to offer coordination services to convention & exhibition events held by domestic and foreign organizations in the city, deliberate and find solutions to questions and opinions proposed by investors.

9.To undertake the responsibilities of registration and approval work on convention & exhibition events, festival celebrations, and contests in Guiyang; to work together with other government departments in providing investors with coordination service and assistance in the aspects of project administration and regulations.

10.To be responsible for the compilation of statistics, analyses and reports on investment promotion, economic coordination, convention & exhibition economy; to collect, sort out and file the information of convention & exhibition events, festival celebrations, and contests in Guiyang.

11.To fulfill the responsibilities of making publicity of convention & exhibition events, festival celebrations, and contests in Guiyang, along with its opening-up.

12.To undertake other tasks assigned by the municipal CPC committee, the municipal people's government, and the municipal leading group of convention & exhibition affairs.
