An overview of Guiyang and Guian's big data fruitful outcomes

Since the beginning of the 13th Five-Year Plan period (2016-20), Guiyang, capital of Southwest China's Guizhou province, together with Guian New Area, has been tasked with creating a national big data pilot zone, and has carried out explorations of data management, application, sharing and opening-up, data center planning, data-based factor circulation, data flow, international collaboration and the systematic innovation of big data processes.  

In 2019, the city's software and information technology service sector reported a business revenue exceeding 16 billion yuan ($2.4 billion), an increase of 14.3 percent year-on-year, accounting for 75.6 percent of the provincial total in that sector. And the supporting role of the communication industry was steadily strengthened. 

In the same year, the city's big data and real economy integration index reached 49.9, higher than the provincial level by 10.4 points. Meanwhile, 62 exemplary provincial-level integration projects, as well as 608 municipal-level integration demonstration programs, were formed during 2019, leading 1,054 related enterprises to integrate their businesses. 

Big data systematic innovation has been constant. Official top-level guidelines have been issued, with a focus on building an innovation-centered city, enhancing the digital economy, and constructing the Shubo (Big Data Expo) Avenue. Guiyang was chosen among the first batch of cities approved for the commercial use of 5G technologies and 5G application research. 

The level of government data sharing and opening-up in Guiyang also leads the nation. By 2019, there had been a total of 57 data interfaces related to the sharing and exchange of Guiyang's government statistics. Currently, the city boasts 922 APIs (Application Programming Interface) in the fields of government affairs, people's welfare, medical care and poverty alleviation, supporting 16 big data application scenarios. 

The Big Data Expo, which has now been held in Guiyang for five consecutive years, is a high-end, professional, international, industry-oriented and sustainable event, and features national, industrial and corporate perspectives. 

The expo has been grown into a global gathering place where new concepts, opinions and mindsets can come together. The Big Data Expo in 2020 staged 78 major activities that attracted 813,300 visits from industry watchers. 

During the 14th Five-Year Plan period (2021-25), Guiyang and Guian New Area have set up new target. The digital economy will make up more than 40 percent of regional GDP, with an annual increase of 1 percentage point. The digital economy industry growth rate will be maintained at a medium-to-high speed, with its average annual growth rate to set to surpass 15 percent.
