Guiyang City and Gui'an New Area, the core areas of China's first national big data comprehensive pilot zone, spearhead the deployment and application of the DeepSeek AI model. Through an integrated "1+3+N" strategic framework, the regions aim to lead artificial intelligence (AI) adoption across various sectors.
In this framework, "1" represents establishing a unified support platform that integrates computing power, data, models, and applications. By consolidating resources from State-owned enterprises at the provincial, municipal, and Gui'an New Area levels and strengthening collaboration with Huawei Cloud, the region is developing a government AI service platform powered by domestically controlled computing capabilities, data governance applications, and open-source AI models.
The "3" focuses on empowering three key areas: government, enterprises, and residents. Utilizing the DeepSeek AI model's robust capabilities, the initiative aims to enhance the efficiency and accuracy of public services, support enterprises in their digital transformation and innovation, and provide residents with smarter and more convenient services.
The "N" refers to creating multiple application scenarios and promoting AI integration across government, society, and enterprise transformation. A series of "DeepSeek+" exemplary applications are being developed to advance AI-powered solutions across various domains.
The government AI service platform, deployed on the administrative intranet, covers four levels: municipal, county (district), township, and village (community). Since its launch, it has already provided over 5,000 services, integrating with platforms such as Guiyang's Smart City Hub, Eco-Cloud, and Sci-Tech Cloud to deliver tailored services. The platform aims to become a more intelligent and user-friendly governance assistant with continuous upgrades and improvements.
Guiyang and Gui'an will focus on scenarios, data, and security to accelerate the adoption of DeepSeek AI models and drive the region's intelligent transformation.
The regions will continue to empower government, businesses, and public services by fostering AI applications in urban governance, industrial quality inspection, rural vitalization, culture and tourism, healthcare, and education. A collaborative initiative will also be launched to solicit AI model application proposals from the public, aiming to develop approximately 100 practical AI scenarios by 2025.
Guiyang and Gui'an will initiate a high-quality dataset development campaign, pioneering the authorized utilization of public data in China. The regions will accelerate the establishment of a trusted urban data space, integrating industry and enterprise-level trusted data sources to provide continuous high-quality data support for DeepSeek AI applications.
Authorities will collaborate with cybersecurity, public security, and confidentiality departments to enhance standard implementation, safeguard government infrastructure, and promote the security industry's development. These efforts will ensure robust network and data security in AI model applications.
