Guiyang, Guian optimize process of government affairs services

The number of Guiyang government services being offered online has continued to increase, while the efficiency of offline services continues to be optimized. Guiyang in recent years has promoted a "one-window service" concept, benefiting enterprises and regular people.

A total of 16 government affairs halls in Guiyang and Guian have started to operate a new so-called "2+2" government affairs service model, under which only one window is used.

The model has integrated the government affairs hall into two comprehensive service areas – natural person and legal person, and integrated the service windows of different departments in the government affairs hall into comprehensive service windows. A system has been formulated in which people are received at a front desk, their documents are approved in a back room, and feedback is given at a service window.

To date, the total number of windows at each government hall in Guiyang and Guian has been reduced from 1,113 before the reform to 597 after the reform, and 170 application materials have been eliminated. What's more, the time needed to complete government affairs has been reduced by 82.95 percent.

"Before the comprehensive acceptance window was set up, the windows for medical insurance and social security were one on the first floor and the other on the third floor. We had to queue up on both sides to apply. When it was crowded, we had to wait about an hour for one window," said Zhou Juan, a staff member of Guizhou Xinyao Intelligent Technology Co's administrative department.

"Now we can do it all at one window. I did it in 10 minutes today involving two departments," Zhou added.
