Responsibilities: 

The regional cooperation department makes a comprehensive analysis of foreign capital trends and the situation of foreign capital use and overseas investment; proposes strategies, plans, targets and policies for total balance and structural optimization for utilizing foreign capital and overseas investment, and coordinates relevant major policies for opening-up and foreign capital utilization; formulates plans for the use of loans of foreign international financial organizations and foreign governments in conjunction with appropriate parties; proposes alternative projects, and arranges project and fund declarations; conducts supervision, management and tracking during the implementation of foreign loan projects; formulates the guideline catalogs of industries for foreign investment with relevant parties; and carries out examination, approval and registration for foreign investment projects under the prescribed authority.

The department is also responsible for promoting cross-regional development planning and cooperation and the comprehensive coordination of the Western Development Strategy implementation. The department also studies issues related to the opening-up and the construction of the Belt and Road Initiative.

The department undertakes the daily work of Guiyang's Western Development Strategy leading group.
