Responsibilities:

The policy and regulation departments drafts local administrative regulations, rules and normative documents and makes surveys on their implementation; conducts pre-legality review of the normative documents produced by the Guiyang Municipal Development and Reform Commission, and files for record according to law; conducts administrative reconsideration, administrative response, and legal education work; guides and coordinates the bidding activities and regulates the behavior of bidding agencies in various industries in Guiyang in accordance with the "Bidding Law of the People's Republic of China" and the "Guizhou Provincial Tendering and Bidding Regulations", and guides the establishment of the bidding agency industry association to strengthen industry self-discipline; addresses the problems and disputes arising in the process of administrative supervision of bidding and tendering activities; guides legal work; supervises and inspects the investment arrangements of provincial and municipal financial construction funds; and makes recommendations on violations in accordance with relevant national, provincial and municipal regulations.
