High Technology Industry Department

Responsibilities: 

The high technology industry department makes comprehensive analysis of the development trend of high-tech industries and strategic emerging industries, and formulates development strategies, plans and policies accordingly; formulates and implements annual plans; promotes the development of strategic emerging industries in Guiyang; plans the information development and the national economic and social development; arranges the use of special funds for the development of high-tech industry and promotes private capital and venture capital to support small and medium-sized high-tech enterprises; pushes the establishment of a high technology industrialization mechanism and guides the construction of high-tech industrial bases and industrial chain; reviews high-tech and strategic emerging projects and coordinates their layout; reviews and implements major industrialization demonstration projects, and major projects in e-government, information security and technology infrastructure; and undertakes high-tech industrialization work. 

The department coordinates the development of the high-tech industry innovation system, promotes the integration of industry, academia and research, and facilitates the establishment of an effective operation mechanism for technological innovation; conducts the review and management of national and provincial certified enterprise technology centers and the application management of special innovation capacity building projects; and reviews and coordinates engineering research centers, engineering laboratories, enterprise technology centers, key industry technology development, and major science and technology projects. 

It is also responsible for increasing investment in science and technology, improving the scientific and technological innovation ability, and providing guarantees for innovation-driven development.
