Baiyun district is located at the geographical center of Guizhou province and the geographical center of Guiyang city. It borders Xiuwen county to the north, adjoins Wudang district to the east, is adjacent to Yunyan district in the southeast, and connects with Guanshanhu district in the west and south. It serves as the gateway to the northern part of Guiyang city, and is one of the six central urban areas of Guiyang. The total area of the district is 272 square kilometers, with jurisdiction over two townships, three towns, and five sub-districts.
Ecological Baiyun: Baiyun district has a subtropical climate, with no extreme heat in summer or severe cold in winter. Its average annual precipitation is between 1,147 to 1,191 millimeters, and the average annual temperature is 15.3 C, making it pleasant year-round. The district's forest coverage rate is 45.62 percent, with fresh air that is rich in negative oxygen ions, making it a natural oxygen bar that is perfect for health and summer retreats. In recent years, Baiyun has vigorously conducted "five battles" to achieve blue skies, clean water, clean land, solid waste management, and rural environmental governance. The compliance rate of centralized drinking water sources in the district has reached 100 percent, its excellent and good air quality rate reached 99.2 percent, its coverage rate of domestic waste classification facilities reached 91.4 percent, and its harmless treatment rate of urban domestic waste reached 100 percent. The disposal and utilization rate of the district's industrial solid waste has reached 100 percent.
Cultural Baiyun: With over 60 years of experience in aluminum industry development, Baiyun district has formed a unique urban industrial culture as well as a craftsmanship ecology characterized by "hard work, pragmatism, continuous improvement, and pursuit of excellence". All 10 townships (towns, sub-districts) and 89 villages (communities) in the district have achieved comprehensive cultural service center coverage, making it a "demonstration city for national reading promotion" in Guizhou province. There are nine national cultural heritage conservation units in the region, as well as three intangible cultural heritage projects at various levels, such as the Niuchang Penglai Dixi Opera project. The district also features two national 4A-level scenic spots, Quanhu Park and Penglaixianjie, the 350-year-old Xiputuo Temple, Guiyang Happy World, and the only national forest park in the central urban area of Guizhou – Changpoling National Forest Park, among other tourism and cultural attractions.
Open Baiyun: Located at the core of the New International Land-Sea Trade Corridor, Baiyun district is an important link connecting the Silk Road Economic Belt and the Maritime Silk Road. The jurisdiction has two national-level development zones: the Guiyang National High-tech Industrial Development Zone and the Guiyang Free Trade Zone, as well as one provincial-level economic development zone. It also has platforms such as Dulaying International Logistics Port and the city's first new industrial land demonstration project – the Industrial Venture Incubation Industrial Park. The total road mileage in the district is about 450 kilometers, with two main industrial arteries in Guiyang, Shubo Avenue and Tongcheng Avenue, passing through Baiyun district. It takes 10 minutes by car to reach the municipal administrative center, 15 minutes to reach Guiyangbei Railway Station, 30 minutes to reach Guiyang Longdongbao International Airport, and two hours to reach Chengdu, Chongqing, Changsha, Kunming, and other places. The district includes Baiyunbei Railway Station, Baiyunxi Railway Station, Guiyang Metro Line 2 and other rail transit hubs.
Industrial Baiyun: In 2023, the regional GDP of the entire district increased by 3 percent year-on-year; the added value of industrial enterprises above designated size in Baiyun district increased by 18.2 percent; general public budget revenue increased by 14.3 percent; the per capita disposable income of urban and rural residents increased by 4.3 percent and 7.5 percent respectively; and its import and export value amounted to 820 million yuan.
Happy Baiyun: In 2023, Baiyun district focused on "education, industry, culture, health, and livelihoods", vigorously promoting actions to fill gaps, improve quality, increase efficiency, and build brands. It continued to enrich the functional elements of its 13 "15-minute living circles", focusing on solving problems related to job positions, schools, parking spaces, and so on. It concentrated on stabilizing job positions, developing employment through multiple channels, deeply implementing the "1131" public employment service, addressing the employment needs of key groups, adding 8,000 employment positions for college graduates, and employing 10,200 people in urban area. Efforts were also made to expand the capacity of students in its schools by vigorously promoting the second round of public school strengthening efforts, initiating the relocation of Baiyun No 2 High School, completing and putting into use projects such as Baiyun No 13 Middle School and No 18 Kindergarten. It has also focused on ensuring that it had enough beds for those in need by advancing the construction of dense medical communities, deepening cooperation with Guiyang's second urban medical group, and accelerating the construction of central nursing homes. Over 50 new elderly care beds and 300 hospital beds were added. Efforts were made to increase the number of parking spaces by focusing on main and secondary roads, commercial districts, old neighborhoods, and surrounding areas. It fully integrated its available resources to add over 2,350 new public parking spaces.
