Baiyun district in Guiyang, the capital city of Southwest China's Guizhou province, introduced 10 new policies this year to attract talented people.
The policies are designed to provide an all-around service for talents.
Housing services
For high-level talents wishing to purchase houses in Baiyun, the local government will offer assistance in three ways: free housing, subsidized house purchases or discounted house purchases, as well as free accommodation services.
Wage subsidy
High-level talents new to the area, will enjoy salary top-ups of up to 100 percent for their direct contributions made to the economic development of Baiyun in the first three years, and 60 percent will be sponsored in the following two years.
Services for children's education
Baiyun will continue to improve educational support and promote the aggregation of educational resources, providing high-quality education services for children of high-level talents.
Employment assistance for spouses
The local government will aim to match employment status and positions for spouses of high-level talents who work outside the district, if they choose to relocate to Baiyun.
Unemployed spouses of high-level talents will be offered vocational skills training, self-employment support, priority recommendation for employment, and living allowances. They will be eligible for the living allowance for up to five years.
Subsidies for talent introduction
Enterprises, research and development institutions, industrial technology and basic public service platforms or innovation and entrepreneurship teams recruiting high-level talents through headhunting can apply for a talent introduction subsidy equating to 50 percent of the headhunting service fee.
Enterprise entrepreneurship incentive
Entrepreneurs who set up businesses in Baiyun will be given funding support equal to 30 percent of their total investment when annual contributions to the local economic development revenue exceed 10 million yuan ($1.50 million), 30 million yuan, 50 million yuan, 80 million yuan, and 100 million yuan for the first time.
Technological innovation support
Baiyun will give key support to engineering technology centers, enterprise technology centers, key laboratories, incubators and other platform projects that settle in the talent town, and the corresponding support funds will increase by 20 percent.
Subsidies for talent platforms
High-skilled talent training institutions can receive a subsidy of up to 2 million yuan, demonstrative vocational skills appraisal institutes and skilled master studios can receive a subsidy of up to 200,000 yuan, and "Country Craftsman" studios can receive a subsidy of 100,000 yuan.
Support for digital economy
Baiyun will award up to 1 million yuan for the construction of public service platforms in the big data field such as digital technology platforms, productive service industry platforms, and development and innovation platforms.
In addition, Baiyun will open green channels for high-level talents in medical services, judicial services and administrative services.
