Ten measures were implemented following the two sessions held in Baiyun district of Guiyang to improve the livelihoods of people in the district in 2018.
The measures fall in 10 broad categories, subdivided into 30 others. They address public concerns on social governance, employment, start-ups, education, healthcare, transportation, and living environment.
In terms of execution of fair-sharing projects, Baiyun district successfully completed the subsistence allowance standard upgrading project for urban and rural residents in 2018. Under this project, the rural subsistence allowance has been lifted to 673 yuan($96) per month for each beneficiary; and annual guaranteed income for a lower-income rural resident increased to 8,076 yuan. A project on Guizhou-Baiyun Sharing Agriculture Creativity City has been initiated, as have squatter rebuilding projects in Jindong Area, Ma'anshan Area, and Papaao Area.
Last year, 15,800 new jobs were created in Baiyun district, exceeding the annual target by 2,065 jobs.
The district also implemented a tuition and book fee exemption program for local household registration students attending public high-schools. Almost 1,800 students were granted the exemption for the fall semester of 2018, with a total exemption of 1,74 million yuan. Renovation and expansion projects on three kindergartens were completed within the year.
Baiyun district made efforts to promote the project for a women and children's medical center. With government approval and regulatory comments on feasibility report in place, the project has completed relevant work on the doorway, closure, and car wash tank, as well as 64,580 cubic meters of earthwork and 296 main geological prospecting holes.
In the previous year, the district completed construction of a comprehensive corporate and government credit information management platform, finished testing on system integration with block chain technology, and allocated project funding of 2.8 million yuan. Within the system, 26,960 corporate credit files and 197 government credit files on companies registered in Baiyun district have been created and maintained. The district's public image has been improved through deployment of public ushers starting Dec 10, who since that date have been on duty at four intersection posts, including Huayi Chuntian intersection, district government, Qicaihu road, and Zhongba overpass. A "Big Data+Big City Management" app has been developed by the district to offer an open system for digital urban administration that is accessible to the general public.
On urban infrastructure, the district renovated 15 back-street allies including Shiji Road extension, Kexue Road, Jiayu Road, and Kangning Road. Sewage installation, paving stone laying, comprehensive pipelining, lighting installation, sidewalk paving, and asphalt laying on Lujian Road, Jianshan Road, and Jianshe Road were completed. Road construction projects on Jian'an Road and Guihua Road were launched.
The district completed renovation projects in 12 squatter areas including Jindong Area, Ma'anshan Area, and Papaao Area for 2,399 households. During the year, it constructed 592 resettlement apartments in Plot B of Alumni and Alumni Processing Base, completed renovation of three obsolete resident quarters, started construction on the "Big Date+Big Security" Platform, and launched three fresh food supermarkets.
Baiyun district worked actively on constructing the trunk road within its jurisdiction, as part of the city's tourism driveway project. In addition, it completed 50 roads of 109.67 kilometers of the agriculture connectivity road network. This project has been successfully closed.
The district improved rural infrastructure in the year too. To promote agricultural restructuring, it planted 1.09 million square meters of fruit trees, tea trees, and herbs, including 11.69 million square meters of free trees, 292.6 square meters of tea trees, and 104,666.67 square meters of herbs. The district also planted 3.48 million square meters of nursery stock during the year. More than that, three Beautiful Village Projects were completed at Shangshui, Asuo and Penglai. 1.33 million square meters of farmland were irrigated, and drinking water supply was made accessible to 5,660 people. These measures have contributed to better infrastructure in rural areas. In 2018, the Digital Multimedia Broadcasting project was finished, including installation and tuning of one county-level platform, five town-level platforms, and 268 terminals district-wide.
The ecological environment was improved by the district last year. Comprehensive water environment treatment projects on the Maijia, Xiaowan and Songjiachong rivers were finished. Sewage treatment facilities began operation in last June on the Maijiahe River, and sewage treatment construction was completed on the Xiaowan River and in Papaao. The drainage system on the Songjiachong River was also changed. In 2018, the district initiated the Green Road Projects on five vertical and one horizontal roads and prepared proper design drafting. Rural environment control projects were launched in 30 rural villages within the year. Now, decontamination rates on rural domestic garbage are above 70 percent, comprehensive utilization rates on livestock manure above 70 percent, and drinking water quality pass rates over 90 percent.
